According to the 1988, Motor Vehicles Act, the Yet to be alloted WB-21 RTOs are entrusted with the following duties.

- Collection of road tax for the state government.
- Inspection of vehicles at check posts and other areas.
- Issuing PUC certificates to vehicles after rigorous testing.
- Issuing fitness certificates for vehicles paying on the roads of West Bengal.
- Issuing NOCs or No Objection Certificates for vehicles during resale.
- Conducting hypothecation endorsements and termination for vehicles in the registration certificate.
- Issuing other permits to vehicles like interstate permits, goods carriage permits, and more.
How can you register your vehicle under the Yet to be alloted WB-21 RTO?
For any new vehicles, both private and commercial, would need to be registered with the RTOs in Yet to be alloted WB-21 for legal use on the city’s roads. When registering a vehicle under the Yet to be alloted WB-21 RTO, the vehicle owner will need to furnish the following documents.
- Form 20, ie the application for registration.
- Form 21. This is generally issued by the dealer or manufacturer.
- Form 22. This is the Road Worthiness Certificate

- ID proof of the vehicle owner
