Important Documents needed for Permanent Registration in Haryana RTO

If you are planning to buy a new vehicle in the state of Haryana, both commercial and personal vehicles must mandatorily register with the Haryana RTO for legal road use. Here are the most important documents vehicle owners need to register their vehicles.

  • Form 21, otherwise known as the sale certificate
  • Copy of insurance certificate
  • Form 22, otherwise known as the Roadworthiness certificate
  • Original sale certificate
  • PUC (Pollution Under Control) Certificate
  • Address proof of vehicle owner
  • Tax as specified by the Haryana Motor Vehicles Taxation Act

What is the Process of Vehicle Registration under the Haryana RTO?

To get a permanent RC for your vehicle, follow these steps to easily register your vehicle under the Haryana RTO.

Begin by filling out the Form 21 with accurate information about the vehicle and owner. Confirm the type of registration number for your vehicle. Now, confirm the smart card related requirements. Once all this is done, you will need to pay the appropriate registration fees and tax to the Haryana RTO to complete the registration of your vehicle.

Note: If your vehicle has a temporary registration number, ensure to apply before the expiry date of the temporary registration. Also, in case the vehicle is financed, refer to the Hypothecation section for more details.

Renewal Process for Registration Certificate under Haryana RTO

When you buy a new vehicle, the maximum number of years for which a vehicle can be registered is 15 years. After 15 years, your vehicle registration is up for renewal. In case, you want to use the vehicle after 15 years, the registration certificate must be renewed within 60 days of the expiry date. Follow these simple steps to renew your vehicle registration under the Haryana RTO.

Apply for renewal at your RTO by filling the Form 25. Submit all the necessary documents along with the form. If any taxes are due, you need to clear those before renewal. After the submission, pay the requisite renewal fees. Once you submit the application, the vehicle will be inspected at the zonal office to ensure its roadworthiness. Renewal of the RC depends on the roadworthiness of the vehicle. If found fit, the RC will be reissued.

Documents needed for RC Renewal

When you fill in Form 25 to apply for the RC renewal of your vehicle, supporting documents are also necessary. Here are the most important documents that you need to submit with the form.

Ownership Transfer of Vehicle under the Haryana RTO

If you are planning to buy a used vehicle or sell your vehicle, you need to know everything about ownership transfer. For transfer of ownership under the Haryana RTO, here are the most important documents that you need to submit.

  • Original RC of the vehicle
  • Form 29 and Form 30
  • Insurance certificate
  • Buyer’s address proof
  • PUC Certificate of the vehicle

How to check Vehicle Registration Status in Haryana RTO?

The vehicle registration status can be easily checked from the official VAHAN app or website in a few simple steps. Simply head on to the official VAHAN website and choose “Online Services” on the home page menu. Now select “Vehicle Related Services." Now choose your specific state. In this case, we choose Haryana. Now select your RTO and enter the vehicle number to proceed to the next step. Now click on the option “Know your Application Status”. Enter the RC application number to find all the details of your RC.

How to find Vehicle Owner Details in Haryana?

Find the vehicle owner details using just the vehicle registration number on the Parivahan Sewa portal. All you need to do is head on to the official Parivahan Sewa portal and find the option, “Informational Services”. Now navigate to the option in the dropdown called “Know Your Vehicle Details.” Now enter the registration number of the vehicle and hit search to find all the vehicle owner details.

Charges for Vehicle Registration under the Haryana RTO

Owners will need to pay certain charges to the Haryana RTO to register their vehicles for use in the state. Here is a comprehensive list of registration charges in Haryana

Note: To get a duplicate RC for your vehicle, vehicle owners will need to pay half the registration fees depending on the vehicle type.

Road Tax in Haryana

Here is a comprehensive type wise list of road tax slabs for vehicles. This is a one time tax that is collected for the span of 5 years. Buyers can also opt for the 15 year road tax payment if comfortable with a higher upfront payment when buying the vehicle.

Road Tax Payment Process in Haryana

Road tax for your vehicle can be easily paid using the Parivahan Sewa app. When on the portal, enter your vehicle registration number to proceed. Click the “Pay Your Tax” option and log in to your profile on the Parivahan Seva app. Next, verify the details of the vehicle like owner details, permit details, tax information and more. In this step, you can edit the information in case of any mismatch. Now, to know about the tax details, simply enter the month/year to get the information. Your tax amount will be automatically calculated and shown. Pay using any online payment mode and pay your vehicle tax online in Haryana. Fines and Penalties for Non-Payment of Road Tax in Haryana

Usually, vehicle owners are allowed a grace period of 15 days after the road tax expiry. Beyond the grace period, vehicle owners will need to incur a penalty. Here is a quick look at the rates for penalties.

  • 25 percent of the road tax from the 16th to the 45th day after the expiry of the grace period.
  • 50 percent of the road tax from the 46th to the 75th day after the expiry of the grace period.
  • 100 percent of road tax after the 75th day after the expiry of the grace period.

Hypothecation in Haryana

When a vehicle is purchased on loan, it is mandatory to add a hypothecation to your RC. In Haryana, there are a few documents that you will need for the endorsement of hypothecation. These include:

  • Original RC
  • Copy of a duly filled Form 34
  • Copy of vehicle insurance
  • Copy of PUC
  • Hypothecation fees

Hypothecation Fees in Haryana

The fees for the endorsement of hypothecation will mainly depend on the type of vehicle.

Termination of Hypothecation in Haryana

After the loan amount is fully repaid, the hypothecation will be terminated and you will get the complete ownership of the vehicle. In the RC, the lender’s name is replaced by the owner’s. To terminate your hypothecation, you will need the following documents
